The Mayor emphasized the strategic importance of the discussions, particularly in relation to water infrastructure development and its relevance for both the city of Tripoli and Libya as a whole.

Following his opening remarks, the Mayor passed the floor to the CEO of Toucan Global, Nabil Alghadamsi, to present the project and lead the technical and investment overview.

    Project Presentation and Discussion

CEO of Toucan Global Mr. Nabil Alghadamsi presented the DesertGreener seawater desalination project as an advanced technological solution aimed at establishing a modern desalination plant in Tripoli, based on innovative clean energy and water production systems.

The presentation highlighted the project’s investment structure, emphasizing that the model is based on direct investment and installation by DesertGreener, and therefore does not impose any financial burden or capital expenditure on the Libyan government. This aspect was presented as a key advantage in facilitating implementation within public-sector frameworks.

The CEO of Toucan Global further stressed the strategic importance of the project from both an infrastructure and national water security perspective, underlining the urgent need for sustainable water solutions in Libya.

A key statement made during the presentation highlighted the severity of the national water situation, noting that Libyan citizens have not had consistent access to fully safe and high-quality potable water for decades, reinforcing the urgency of deploying large-scale desalination solutions.

Following the initial presentation, the Director of the Project Management Department of Toucan Global, Eng. Hassan Al-Zaghlut, provided additional technical clarification regarding system structure, deployment methodology, and implementation approach.

A comprehensive discussion then followed among all participating institutions, focusing on the strategic importance of the project, its technical feasibility, and potential implementation pathways within Libya’s institutional framework.

    DesertGreener Technical Presentation

At the request of the Mayor of Tripoli, Mr. Fadel Bou Argoub, the CEO of DesertGreener was invited to present further details of the project via the Zoom connection.

CEO of DesertGreener Mr. Waldstein delivered a brief presentation supported by visual materials showcasing previous implementations, technological capabilities, and operational references of similar desalination systems.

The presentation was followed by additional clarifications provided jointly by Mr. Waldstein and the Eng. Hasan Alzhaglut of Toucan Global, ensuring that technical information was clearly communicated and properly contextualized for all stakeholders present.

    Key Outcomes and Institutional Alignment

The discussions concluded with a broad consensus among all participating parties on the strategic importance of the project in addressing Libya’s water security challenges.

The initiative was recognized as highly relevant to national infrastructure priorities, particularly in relation to long-term water supply sustainability and resilience.

All parties expressed interest in advancing the project to the next stage of coordination and technical evaluation. It was agreed that additional follow-up meetings would be organized to further examine technical and implementation details.

In addition, an agreement was reached to invite the DesertGreener team for an in-person visit to Tripoli in order to conduct direct institutional engagement and on-ground assessments with relevant Libyan authorities.

    Conclusion

The meeting concluded with remarks from the Mayor of Tripoli, Fadel Bou Argoub, who expressed appreciation for the participation of all delegations and emphasized the importance of continued cooperation toward the development of strategic infrastructure projects that serve the long-term interests of the Libyan people.

  • Institutional Engagement in Tripoli to Advance Seawater Desalination Initiative

As part of ongoing efforts to advance sustainable water solutions within Libya, a high-level meeting was held between Nabil Alghadamsi, Chief Executive Officer of Toucan Global, and Fadel Bou Argoub, Mayor of Tripoli.

The meeting focused on presenting the activities of DesertGreener and introducing its seawater desalination project, which is based on advanced solar-powered technology designed to address water scarcity challenges.

Particular emphasis was placed on the project’s investment structure. The proposed model is based on direct investment by DesertGreener in the installation and deployment of the desalination infrastructure. This approach is designed to ensure that implementation would not impose financial burdens or capital expenditure requirements on Libyan public institutions, while still enabling access to critical water infrastructure.

During the discussions, the strategic importance of the project was highlighted, particularly in relation to strengthening national water security and supporting long-term infrastructure resilience. The relevance of such initiatives for urban centers, including Tripoli, was emphasized given increasing demand and pressure on existing water resources.

The Mayor of Tripoli expressed a positive reception to the proposed initiative, recognizing its potential significance for both the city and the country as a whole. The discussions reflected a shared understanding of the importance of developing sustainable and scalable solutions to address water-related challenges.

In this context, the Mayor invited further engagement between the relevant parties, encouraging the continuation of discussions through additional meetings aimed at exploring the practical and institutional pathways required to facilitate the implementation of the project in Libya.
